Peking, October 15, 1912. IN reply to your despatch No. 270 of the 28th ultimo, I have the honour to refer you to my despatch No. 255 of the 12th June last, which enclosed a full report on the proposed restrictions on the opium trade at Canton, including the regulation that smokers' licences were not to be renewed after the end of December next.
As reported in that despatch, I instructed His Majesty's consul-general to protest against the regulation for closing all prepared opium shops, and this regulation was abandoned; but the Canton authorities insisted on maintaining the domestic right to deal with smokers. I did not see my way to protesting against this decision.
